One possible reason is sometimes coaches are smart on how to follow regulations set by NCAA in regards to recruiting. During dead periods it would be a violation to make certain types of contact with recruits, depending on that time periods given requirements. If Payne was no longer employed by Oregon and not yet employed by UK, this would allow him to be able to do more without violating any rules. Of course if he promoted UK, the NCAA would still see him as a UK representative, but he could still build relationships with recruits.
Another possibility has to do with the coaching shake up. If Izzo goes to Cleveland, he may be on the list of candidates for the head coaching position because of his connections with Detroit and Chicago area. Even if Michigan St. went after a more experienced coach and Payne wasn't offered this position, wherever that coach came from, would open up a head coaching position. There is also rumors that Doc Rivers may retire after this season, opening up a very enticing Celtics position. This may cause even more head coaching positions to open up.
We don't want to see Payne be publicly announced as an assistant coach and then he is offered a head coaching position, that would be to good to turn down and he turns around and takes that.
Next speculation I have heard has to do with paperwork and getting final approval by those hirer up. It isn't just up to the head coach to pick his staff but he must be approved by the Athletic Director and President.
It also could just be a timing situation. Cal may be very busy on the recruiting trail and with his sick mother and he may want to wait until things settle down first.
Again all of this is just speculation I have heard, it could be more than one of these things or none of them.
